Meanwhile, an Illinois legislative committee has advanced a bill laying the foundation for a Bears stadium in Arlington Heights, where the team already owns property.

Both states are moving toward decision-making time, though the Bears have yet to make any deals. While the best outcome according to analysts would be a new stadium in Chicago, there's currently no indication of a lakefront stadium possibility.
